The complex consists of two buildings - one housing the 20th Baltimore County senior center and the expanded Arbutus branch of the Baltimore County Public Library, and the other providing space for a Recreation and Parks gymnasium and activity area.

The RJC Designs Inc. as part of the Sanders Designs architectural team provided, A/V technology designs, voice and data development, electronic signage and security designs for this new complex.
